Why can’t i reorder layers in ArcMap?

Layer order can be changed in Event Editor only if the Allow per request modification of layer order and symbology option is checked in ArcMap before publishing the layers.

Why can’t i drag layers in ArcMap?

Ensure that you are on the first button called “List by Drawing Order”. This mode allows you to do the dragging that you want.
