Which tool is used for Georeferencing?

The Georeference tab contains all the tools you need to georeference your raster datasets. You can access the Georeference tab from the Imagery tab as follows: In the Contents pane, select the layer you want to georeference.

Can you georeference a PDF?

Creating a georeferenced pdf is very simple. Once the map is finished, just select “File – Export Map…” as shown below. Go to the “Advanced” tab and check on “Export Map Georeference Information”. That’s it!
