Is a pebble a sedimentary rock?

Even though pebbles are composed of rock, they can not be considered sedimentary rock in a state where we observe them on the beach. Lying under the sun, pebbles are considered to be sediment. Only when pebbles are compacted and cemented can they be called conglomerate – a clastic sedimentary rock.
