A JGW file is a JPEG world file. It tells QGIS, or another GIS program where in the world the JPEG should be placed. For you to use the JGW file in QGIS it simply needs to have the same base name and be in the same folder as the JPEG and it will be used when you load in the JPEG file.

From the Georeferencing toolbar, click the Layer drop-down arrow and choose the raster layer you want to georeference. Click the Georeferencing drop-down menu and click Fit To Display. tools to move the raster dataset as needed. To see all the datasets, adjust their order in the table of contents.

Move the mouse cursor to find the pixel at or near the upper-left corner of the image. Check the displayed X/Y coordinate values. If the coordinate values are 0,0 (or close to 0,0), the image file is probably not georeferenced.
